
CHENGDU, February 2, 2026 – The 4th Session of the 13th Sichuan Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC) officially opened today in Chengdu. Members from various political parties, organizations, and ethnic groups across the province gathered to discuss strategic development and map out the blueprint for Sichuan’s future. The opening session included the review of the Standing Committee’s work report and a comprehensive update on proposals submitted since the 3rd Session.
As a member of the Standing Committee of the Provincial CPPCC and Vice President of the Sichuan Provincial General Chamber of Commerce, Chen Qizhang, Chairman of SINOTECH, attended the session and carefully studied the reports and keynote speeches.
Actively fulfilling his duties as a committee member, Chairman Chen leveraged his front-line experience in technological innovation and the commercialization of scientific research. Focusing on the province's transition toward a green, low-carbon economy and high-quality development, he conducted in-depth research into the requirements for Zero-Carbon Industrial Parks. During the session, he offered pragmatic and actionable proposals, contributing professional insights to help shape Sichuan’s roadmap for the upcoming 15th Five-Year Plan period.
